If it's in your mind, only you have access to it.

If it's on a floppy, you can put it in any computer, and that computer will have access to it.

If it's on your computer's hard drive, anybody sitting at your computer can see it.

If it's on a networked computer, everybody on that network can see it

If it's on an Internet server, anybody with a connection and a browser can see it.
